Description
Next comes knowledge of the rules that govern the acquisition process. Such knowledge is the foundation of acquisition professionalism. Only when one knows how to find, interpret, understand, and apply the rules properly can one participate fully, creatively, and effectively in the acquisition of supplies and services for the United States of America.
Critical thinking and knowledge of the rules is essential to the development of sound acquisition strategy and process design and to strategic innovation and process streamlining. Many opportunities to obtain better quality and to save time and money are lost when Government and contractor acquisition personnel do not know how to evaluate arguments and do not understand what they may and may not do, and when ignorance and misunderstanding leads to the use of needlessly complex, cumbersome, and ineffective acquisition strategies and processes.
Knowledge of the rules is essential to the maintenance of public trust. Many rules are violated because Government and contractor acquisition personnel do not know of them or do not properly understand them.
